The only recommended safe way is to use a disk cleaner or take it to a place that cleans disks professionally, you can google ways to clean disks. But I would recommend the purchase of a disk cleaner or taking it somewhere to get it cleaned.

error is common, even more so on Samsung drives. To fix this
you usually really need to open your xbox360 so you can get to the disk drive
so you can open it for a self serice.BUT first try to fix it with a laser cleaning kit, they dont cost much
to purchase and you can get them from most electronic shops and also ebay. If a
cleaning kit did work then the problem may be your tracks, the disk spin head
or the belt that moves the tray. Once you
have your xbox360 opened (lots of good video guides on youtube on how to open
the xbox360) you will have to open your disk drive. When its
open, clean the left and right tracks, they can get gummed up with dust, and
even tar if the unit is from a smokers home, when the tracks are dirty, it can
stop the tray going in all the way then games dont play.Also if the spin head is dirty (the plate the
disk sits on to spin the disk) then it does not grip the disk fully and thus
does not spin at full speed, giving you read error. Finally the belt inside the
drive can be removed and can be boiled in water for a minute or to, this cleans
it and brings it back to its original shape, this helps the belt regain lost
grip and can also fix this error your having, but belt problems are more for
samsung drives. You should
use rubbing alcohol to clean the internal comonents of your drive without
causing any damage,you could even clean
the laser yourself using a high quality kitchen roll sheet or micro fiber
cloth, with rubbing alcohol and gently pass it over the lens to clean it.Once you have done all this, close everthing
back up and see if the problem is gone. If your
still having problems then chances are you need a new laser for your drive. The following

when this happens you will need to buy a cleaning disk from staples. when you have the disk, insert it in the x-box. when you've done that play track number two. this process will adjust the eye so that the brushes on the disk will wipe the dirt or ather stuff from thy eye.
If you had a disk, that actually got scratched inside the xbox.
This would have been damaged by it, contacting the laser head.
it seems as if the damage has actually been done to the laser head. Rather than purchase a new laser, it,s more practical to purchase a replacement Drive. Which you can,t just swap over due to the embedded key. However i do have a way of resolving this, without Flashing or hacking the drive.

#1: The "eye" under the disk tray that reads the disk might be dirty or damaged.
#2: the lazer lenze might also b damaged.
#3:if none of these work then call up microsoft and send ur 360 in and get it fixed
I also had the same problem as u. All my disks were unplayable.
The best way is to use a damp cloth and work from middle of disk and gently push to the outside. that is the way stated by most disc retailers. if that doesn't work you can buy a disc cleaning machine that uses solvents.
What you have to do, is clean the "eye" the thing under the disk tray that reads the game, you probabley got that dirty or damaged somehow. Try spraying compressed air into the open disk tray to get any quick dust off. if that does not work then try finding other ways to clean it or call 1-800-4my-xbox and have microsoft check out the system to see whats wrong with it
this shows that your cd is already damaged, the scratches might have hit the critical part. you said that some other cd's of yours have also scratches these are presumably minor scratches. its better if you purchase anew one. a damaged cd with deep scratches can damage the lense of your cd rom if you continously use this it would soon permanently damaged the lens
