This is a typical sign of a power supply failure or, if it is a standard (CRT) TV, the high voltage (horizontal oscillator) circuit may have failed. If it is the latter failure, it may be caused by a failed flyback transformer or of the transistor that drives it. If it is a conventional (CRT) TV, the flyback may not be available any more and if not, you may have trouble finding anyone competent to work on these sets since we are all dying out.
