Sony Network is experiencing sporadic outages in certain areas today.
It may be a scheduled system upgrade or maintenance - but be assured you are not the only one facing this issue.
No UP time has been announced by Sony - they are working to get the system up and running as soon as possible.
The problem is not on your end.
Keep trying to connect.

ERROR CODE (80710092) can mean incorrect password, incorrect user name or bad internet connection check your user name and password and if that doesn't work then disconnect your ps3 from the internet and then reconnect

I tried logging in from the Playstation store and it worked that way. I had the same problem at first for about 10 minutes.
