Question about Sceptre X32BV-Naga 32 in. LCD TV
You have your screen resolution is set too high, try a lower one to start say, 640x480 32bit, or 800x600 32bit. Also ensure you have enabled the TV/Monitor & set for Mirrored or spanned desktop? Always plug in the TV and then turn on the laptop.
