Suddenly, none of the dials on the panel are working (Speedometer, gas, etc). The Compass - by the rear view mirror - still shows direction, but displays "CS" rather than any other info(miles to empty etc). What does "CS" mean and what might be the problem.

Changing a serpentine belt shouldn't affect any of the electrics. Changing a starter only carries a risk when disconnecting and reconnecting the battery before and after swapping the starter motor. Done correctly that risk is low.
So, No clock, no heater control panel, no rear view mirror compass and both power door locks don't work? Does the car still start and run normally? Do the power windows (if fitted) still work?
This still sounds like a fuse issue. How did you test the fuses? Fuses can look OK but still be 'popped'.Somewhere around 2001 some changes were made to the fuse box layout on that model. Is your dashboard fuse panel the smaller square 18 fuse panel or the larger, longer 32 fuse panel?
Does the compass work when the temperature goes out? If the compass still works then chances are that the ambient temp sensor is defective. Also, could be wiring to the sensor. If the compass goes out with the temperature then chances are the mirror itself is defective. Cheapest most common problem is the ambient temp sensor. It's behind the grill by the condenser at the front of the vehicle.
Calibrate the compass built into the upper-right corner of the rearview mirror by holding the compass button (an "N" with two crossing lines) until your zone number appears. Determine your zone number by looking at the map in the owner's manual. Press the compass button until a "C" appears. Then drive in a circle three times at 5 mph or less in an uncongested area. The compass will automatically orient as a result of the circling.
You will need to replace the mirror, they are not repaired and this one is most likely defective. I would have the dealer confrim this is the case as the new part is about $400.00
you could always try unplugging the battery for about ten minutes to see if that resets it. make sure you have the code for the stereo first if it requires one.
Yes. Look in the Fuse Panel inside the Truck. Use a Good Maglight or LED Flashlight and Hold it Behind the Fuses to see the Blown Ones. It is usually in an AUX Outlet. Also check thr Fuse Relay Box under the Hood for a Blown Fuse using the Same Method. See if there is a Relay for this also. If so, Replace it. Let me know if you need any more Help!
