I just bought a used car and the radio/cd player won't work it just says LOC what do i do

This typically happens when the battery has been removed or gone completely dead. When the radio loses power for an extended time, it goes into "lock" mode as a security feature.

I don't know a way to unlock a radio in such a state, but probably your nearest GM dealer does.
