Yes you can. All you need is a software. There are many available like Xpadder, Joy2key, Pinnacle game profiler (you have to buy it), and for logitech joysticks, theres the logitech game profiler.
I have a Logitech Rumblepad 2 so I am familiar with Logitech game profiler and I help people by making profiles for their games.
To use a joystick as mouse in Windows, I have read that Xpadder and Pinnacle work. Other profilers dont work. Pinnacle costs money so you can try Xpadder. I dont know anything about that but you can read on the net how to set that up.
Yes I also have the logitech attack 3 joystick and I found a very easy to use program. Go to http://www.tucows.com/preview/292788 and download the program. Then follow the instructions. Before you start the program, make sure that your joystick is plugged in. Then, pick the last joystick on the drop down menu on the main menu of the program. There you go! When you are done, just go to the bottom right corner of your computer screen, and right click on the picture that looks like a video game controller. Then click on exit.
