This is purely an application conflict issue between Skype and LifeCam program. The video cam driver always attached to the LifeCam apps everytime you launch Skype, LifeCam tray that is part of the application always open and this cause a conflict. There are no option to separate it or make the Skype as default application, or vice versa, to use solely for the video cam. There is a MSCamSvc in system services that needs to run, this services will not run if LifeCam application is not installed. It can possibly work if you can install the LifeCam "driver only" without the application.
