Step 1: press MENU-6 and select 3 “SET BASE” Step 2: press the REG key on the master base Step3: press register to finish the registration procedure. • After the registration complete, handset 11 and handset 21 can 2-WAY intercom with each other
If issue persists reset the unit start registration by using 2nd unit that currently unable to register. if issue continues please inform for further troubleshooting
I couldn't find the exact manual for your phone but I would try to re-register the phone. Following are some instructions for similar models of your phone.
*To do this on a non-expandable cordless phone:
Press and hold the LOCATOR/INTERCOM button on the Base until a beep sounds.
Press and hold the FLASH/CALL WAIT button on the Handset until a beep is heard.
When registration is complete, a beep sounds from the handset.
Wait for 20 seconds after registration is complete to allow the handset to establish communications with the base.
If this fails to help: Remove the AC Adapter from the phone base or wall outlet for a few seconds and reconnect. It may also be necessary to remove the battery from the handset for a brief moment. Good luck!

A search of Uniden support only said to call 1-800-297-1023 with handset registration issues. The rep picked up quickly and walked me through the reset procedure. Here it is step-by-step:
1. Remove battery 2. Hold down the * and # buttons and reinsert battery. You should hear a long beep. If not retry. (This is a bit awkward but hold the handset upside down and it's workable) 3. Screen will be blank. Immediately press the right soft menu button. 4. Screen will report that EEPROM is clearing and then state EEPROM Clear Ok 5. Remove battery (yes again) 6. Reinsert battery (this time there's no need to hold down any buttons) 7. Handset will reboot with Welcome screen and then state that phone must be registered (this is the status a handset should be in from the factory) 8. Place handset on base and it will register as normal
There might be two problem....1st of programming and 2nd one of internal hardware problem of your handset which is not working.
For the 1st option- Read manual carefully, there is security setting. Follow the steps with second one handset which is not responding.( I can assum that it is power on but not responding to signals..May i right?) After completing security process it will give long beep and will bond with other one and that is necessary for frequiency adjustment. This generally occures after removal of batteries.
For the 2nd option- There is crystal inside your handset which is resposible for generat stable and similar frequency as other handset. When that crystal lost its capacity it results in mismatching of frequency and occures in non connection results in no response from handset. This can be repaired by technician after getting part no of that crytal from your device and replace it with another one. But for this you have to visit technician with all of handsets and attachment as it is necessary to check it working properly after repair, even technician may also need it for setting frequency level.
