Hi there. Open the hood and look to the right side of the headlight housing. There is a small box that is seperate from the actual headlight housing that is about 2-3 inches wide and about 4-5 inches long. There is a small tab on the top of it that you must depress to remove it. I took me some time to get this done because it was the first time for me and I wasnt sure this was right or not. I actually depressed the tab and used a screwdriver to pry the box open from the side and it popped off finally. Be careful as the tab can snap because it is made of plastic, but I pressed it pretty hard and it did not. Next reach in with fingers and twist the white colored housing counter-clockwise until it snaps out. Pull out the housing and pinch the sides (I had to use a flat head screw driver to get enough leverage on the bulbs plastic base to pry it out) and pull the bulb out. Takes some pressure because they are snapped into place. Put in the new bulb and make sure it snaps in. Now just reverse the procedure and you are good to go!

Blinker system malfunctioning.

My tail lights are not working on my 2000 jetta the front lights work the break lights work and the blinkers work all inside lights work just fine

you need new bulbs in tail lights one bulb in each side has two elements one works brake other works running lights the elements in the bulb for tail lites are bad . so just replace bulbs. hope this helps.

How do I remove the passenger side fender front

same as this...
"you can either start by taking the left wheel off or not, taking it off will assist you in removing the wheel-well-liner. remove the wheel-well-liner, remove the couple screw that screw the front bumper in the the fender, then remove the bolts holding the bumper onto the actual body of the car. lastly, as you pull the fender off, be careful of the side marker blinker light remove that as you pull the fender off. any questions? please rate!"

Lights on instrument panel: light bulb looking

Light bulb = Problem with or broken light.
Video camera = Most probably the engine electronics light. Should go off after a few seconds. If ti doesn't - take it to the mechanic.
DRL = Daytime Running Light - Problem with the lights.
