The 2nd says;

The video doesn't show what you describe. The video shows that Windows is loading. Try booting in safe mode. Here's how:
Power up the machine. When the Dell logo appears, start tapping the F8 key until the Advanced Boot Options menu appears amd choose "Windows Safe Mode." Once windows starts, backup your data just in case. Then try to determine what it was you did last that may have caused the problem. Then try to start normally.
you have the windows vista/7 dvd then put it in, boot from it but when it
comes to install step , check for the REPAIR SYSTEM option at the
bottom, 2. select that option and choose -> startup repair. 3. follow onscreen steps and wait for system reboot.
If everything goes fine it will start but if this doesn't work then you'll be needed to reinstall the whole OS..
Try going to safe mode manually. The steps mentioned below will help you accessing the safe mode
Step 1: Shut down your PC completely. Step 2: Turn on the Power button. Step 3: As soon as you turn it on start hitting the F8 key on your keyboard until you get to a black screen called "Windows Advanced option". (If you don't get to that that screen but you end up reaching the blue screen than that means you have delayed in hitting the F8 key. start again from step 1.) Step 4: As soon as you reach "Windows Advanced option" use your down arrow keys to choose an option called "Safe Mode/Safe mode with networking". Step 5: Select that and HIT ENTER.

When you boot up start pressing F8 and you should get a Windows startup page with more options. If you do select Safe Mode
When windows has loaded, goto MSConfig and select Diagnostic Startup. Ok and reboot
See if windows boots normally.

2.Insert the windows xp cd
3. Select the option boot from cdrom and hit enter
4. Hit enter again when you see the message,"Press any key to boot from cd"
5.Windows starts to load
6.It will come to screen that would give you three options
a. to setup windows hit enter
b. to repair press R
c to exit exc.
7. Hit enter
8. Hit F8 on the next screen
9 On this screen it would again give you an option of repairing windows press R
