Adaptec ACS 100 USB 2 external case suddenly USB 1
My Adaptec ACS 100 USB 2.0 external case worked fine for 6 months, and then suddenly would only connect at USB 1 speeds. Whenever I turn it on, I get a windows message telling me that "This USB device can perform faster if you connect it to a High Speed USB 2.0 device." Different cables, different ports makes no difference. Crazy!

First make sure usb cable connected to harddrive is working fine.
try it in different usb ports.
Press windows key +R key so you can see run then type in run "devmgmt.msc" then press ok so you can see device manager uninstall all usb drivers then it automatic install usb drivers.
then check.
Also you need to change registry for that type in run "regedit" then press ok then you can see registry editor then locate below key.
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11 CE-BFC1-08002BE10318}
And remove upper filter and lower filter.Then restart computer then check.
Try your harddrive in different computer if it is not recognized on another computer too then your harddrive has internal issue.
Also locate the below key and make sure it's value is 3 not 4.
HKLM\system\currentcontrolset\services\usbstor make sure start value is 3 not 4.

You can physically remove the harddrive inside the case and connect it into another computer as a slave drive. There should be two cables - one for the data and the other for power - connect these two inside the computer next to the master harddrive.
I have the same issue. I have 4 Simpletech Signature 250GB drives. They all worked fine at first. After about six months two of them started connecting at USB 1 speeds. It occurs on 4 different computers!!! The post about it being the computer assumes is wrong. How can it work fine for six months and then suddenly change. Also it occurs on different computers. I have submitted a tech support request with simpletech and will post the results.
Does the external drive work when connected to some _other_ computer? (Friend? Office? Home?)
It could be a failure either in the "hardware" inside the external-case (the USB adapter & interface)
or in the disk-drive "inside" the external-case.
So, a qualified technician can open the external drive, remove the disk-drive, and connect it directly to a computer, to see if the files can be "directly" read from the disk-drive.
If not, then you should search online for a "data recovery" service -- they are expensive, but they physically repair a damaged disk-drive, just long-enough to copy your data to another disk-drive.
Note- this software is works only with windows operating system so, connect your Memory Card, Phone, HDD or any other Storage Device to computer to recover data.
the hard drive is dead ( dreaded click of ***** syndrome )
you can have that verified at a computer repair shop and if that is the case use a solid state hard drive as a replacement and not the spinning disc type as for the data you have stored , there are places than can recover it from the dead hard drive but unless you have it all backed up on an external hard drive or storage device then it is lost

If you still receive an error code 39, 32, or 31 message, remove the Upperfilters and Lowerfilters values completely in the preceding key.
