Problem for Standard Televisions

Generic problem for all Standard Televisions

No power no picture no sound

turned on tv then after few seconds of powering up the tv made a pissst sound like air/gas sound then when I looked at Tv there was no picture or power light nor any sound. when I checked Becko-PSU-03 T 3.15A H 250v cermaic fuse had blown. I replaced fuse with new one then new fuse blew. when this happened I checked Removed PSU to find out that the pcb has burnt mark between resistor and 6th leg of chip.
Can you help?

You have a shorted power component. Probably either the voltage regulator or the Horiz. output transistor. Both will be mounted to a heat siink of some type. The Horiz. power circuits along with the flyback transformer power up 90% of most TV sets.
