Unable to register, not asking for password

When I try to register my phone to the base I press the page button on the base untill it beeps then I hold the redial and calls button untill I get the 65- displaying I then press 1 so I have 65-1 and then its supposed to ask for a code but it doesnt so I waited and the phone display just went back to the begining I repeated and tried entering the code anyway but it doesnt do any thing, any ideas? I have turned power off and removed batteries waited but nothin works.
