There's no one solution for "all remote controls." It depends on what kind of remote control it is and what you're controlling with it.
The remotes for my TV, VCR and CD changer have no codes to set; any remote (of appropriate brand and model) works with any component of the same brand and corresponding model.
On remotes for garage doors and for ceiling fans, on the other hand, there's often one set of DIP switches in the remote and an identical set in the receiver. In that case you set the switches the same way in both.
On some wireless doorbells (really another kind of remote) instead of DIP switches, there are little wire loops that you cut to set the code. Once a code is cut it can only be changed to a code that requires even more cutting.
