For your problem I would like to suggest:
1 - Try Reinstalling Skype by first removing it from Add Remove Programs (Win-XP) and Program & Features (Win7-8) in Control panel and then installing it.
2 - If you have any webserver technology installed like xampp and wampp may be they are counterfeiting. Solution is you need to change skype connecting ports from options, but first stop apache services then do this.

Hi Follow the below procedures. How to install and start the Apache or httpd service under Linux
by Milind
Q. How do I install and start the Apache or httpd web server under Fedora core or Cent OS?
A. Apache HTTP Server is a free software/open source web server for Unix-like systems and other oses.
Apache features configurable error messages, DBMS-based authentication databases, and content negotiation. It is also supported by several graphical user interfaces (GUIs) which permit easier, more intuitive configuration of the server.
Use rpm command to install Apache under Linux. You can also use up2date or yum command to install the same. Task: Install Apache/httpd under Fedroa Core/Cent OS Linux
Type the following command if you are using Fedora or Cent OS Linux:
# yum install httpd Now, start the Apache/httpd # chkconfig httpd on # /etc/init.d/httpd start Task: Install Apache/httpd under Red Hat Enterprise Linux
Type the following command # up2date httpd Start the Apache/httpd # chkconfig httpd on # /etc/init.d/httpd start Task: Debian Linux httpd/Apache installation
Use apt-get command: # apt-get install apache2 # /etc/init.d/apache2 start Task: Verify that port 80 is open
# netstat -tulpn | grep :80
You can also install httpd from CDROM with rpm command: # rpm -ivh httpd* Configuration
Your server is started but you need to configure and use Apache as per your requirement. /etc/httpd/conf/httpd.conf (RHEL/Cent OS/Fedora Core Linux) or /etc/apache2/httpd.conf (Debian / Ubuntu Linux) configuration file. Use text editor such as vi to edit file. This file is very well documented or read official Apache configuration documentation for more information.
well it would be better to use xampp it comes with all these features you just need to instal it and no need to configure any thing
you can download it from here
http://downloads.sourceforge.net/project/xampp/XAMPP%20Windows/1.7.2/xampp-win32-1.7.2.exe?use_mirror=nchc
To access "localhost" you must have a web server ( IIS or Apache - IIS is the simplest and is found in add/remove programs, Windows components usually) running on the PC that Joomla is installed on. You must also use http://localhost for it to work. Localhost means you are only doing a loopback to your own pc for testing purposes. By default most web servers run on port 80 if the port is changed then you must use "http://localhost:port". Depending on how your network is set up - If you have a router or firewall you may also have to "open" or do a port forward to port 80 for the software to see the server holding the Joomla pages and also allow internet access as a server. First try the default web page the server has usually default.htm or index.htm as http://localhost/default.htm etc, if it loads then you know localhost is functioning, then try the Joomla page you want to see using it in place of default.htm. If no page loads at the start - then check your Apache(Xampp) configuration file to be sure it is set up and working properly - if I recall it is hhtp.conf open it with notepad to configure and save as "all files" not text. You might also check your Joomla configuration options as well to be sure the correct port and location are used for serving pages.
Not Only Skype , Team-viewer is also using port 80 . To know who uses port 80 go to command promt and type "
netstat -aon " in command prompt and and PID of app listening at port 80 and find athe app on Task Manager -> Servies and Stop it , Then try to Run Papche
If it is not solved Try by editing httpd.conf of apache (can be found at c:/xampp/apache/conf/ ) If not solved Please attach the error log in order to troubleshoot it . (log path c:/xampp/apache/log/error.log )
First, is it really necessary to restart the server? can you just restart the service from Administrative tools -> Services? (Not a solution but might help a little whilst you're looking for one :)
Is there a reason why you are running Apache on 8080? Is IIS on 80? If so, I wonder if it may be stealing 8080 from Apache when the Apache worker restarts after its maximum allowed run time. As to why IIS should be doing that, I have no idea :) Also, is Apache configured for SSL? If it is, then it will be trying to use port 443 as well, as may IIS - & thus the above error message may be due to both trying to use 443 rather than 80 or 8080.
If you really can't get this working then running Windows & Linux (a LAMP installation) under VMWare or something similar may be an option. It's not as drastic as it sounds - I've done this on a laptop PC & it works!
