Try downloading latest graphics drivers for your graphics card or onboard video chip, also make sure all other drivers are all installed and up to date.
If that fails to resolve it, then would need more clarification on things, like what does the "wavey screen" you describe effect anything else like when moving windows around etc.. within Wndows. Also, what browser your using, and more detailed explanation of the "wavey screen". One last thing, find out what graphics adapter you are using just in case..

The arrow keys on my computer are not scrolling. How do I fix?

Press the Scroll Lock (sometimes labelled ScrLk) key on your keyboard. If your keyboard does not have a Scroll Lock key, on a Windows computer, got to Start, All Programs, Accessories, Ease of Access, and then click On-Screen Keyboard. When the on-screen keyboard appears on your screen, click the ScrLk button. I hope this helps. Cheers!

When i scroll down, the screen goes wavey

Sounds like a graphics driver issue or a screen resolution conflict between the graphics chip and the lcd panel. Try going to the Toshiba support/drivers site, the link is below and put in your model and what OS you have and it will give you a list of available drivers. Search for the graphics driver and download and run the latest offered.

I have a toshiba big screen with three bulbs and the picture has wavey lines on the screen. Does this mean tubes are going out?

Most of these Toshiba sets have a "hyper board" that processes all the signal and a lot of them are going bad---lots of surface mounted filter caps on the board dry out and usually it begins that lines in the picture and after several minutes the problem slowly clears up and or goes away---as time goes on it takes longer and longer for it to go away----For most of these sets the only way to repair is remove the board and send it out for rebuild--rebuild of the board and labor may be more then the TV set is worth.

Choppy internet browsing

Two possible solutions: 1. In your browser > Tools > Options > Advanced > General > Check “Use smooth scrolling”. 2. If that doesn’t work, try updating your graphic card through Device Manager. Start > right click on My Computer > Properties > Hardware > Device Manager > Display Adapters > Right click > Update. If that doesn’t update or doesn’t work, try updating through manufacturer’s website.

wow, super generic problem here,
but, all has fix around, so uninstall the video drivers, start up your computer, and see if happend again with out them, then, if all is ok, try to install a new driver for your particular video card, don't change your refresh rate over 60hz
happy day

Wavey Picture

The hyper or scan converter module is bad in this set. You can certainly have this set repaired and will run about 275 to 350 depending on where and who does the repair. Good Luck
