This is most commonly a Trojan or other type of infectious virus that has infiltrated your explorer.exe file in Windows/system32/

I recommend you put your Windows XP Disk in, boot form it and go to the repair feature.

Internet explorer

when it displays a message that "ie has encountered a problem and needs to close", click on link in that message which says click here to get more information and look for modname. then search which application that modname is related to. it could be some add-on on ie. disable all add-ons and toolbars.

run an antivirus and antispyware program. Then if nothing shows up from that, install the newest IE version. Keep in mind IE really sucks in general and I suggest using Opera or Firefox

Win explorer encounter a problem

hit ctrl-alt-del at the same time.
windows task manager will appear.
click on file menu and select new task (run)
type CMD and click OK
type the word explorer and hit the enter key
your desktop should appear again.
