No, not directly. There is no SATA header, (Connector), on the motherboard, and you have no SATA power cable on your power supply.

HOWEVER, you can buy, and install a SATA Adapter Card, and use a SATA adapter cable, on a certain power cable you have already.
The SATA adapter card goes into any available, (Open), PCI expansion slot on your motherboard.

You will also need a SATA data cable, to hook that SATA DVD player up to a SATA adapter card.

As said, you can convert a certain power cable on your power supply into a SATA power cable. (15-pin connector, on the SATA end of the cable)
The power cable is a Peripheral power cable. It will have a 4-pin Molex connector on the end.
If you have an unused Peripheral power cable, an adapter power cable plugs onto it. The other end of the cable has the SATA power connector. (15-pin)

you can't copy the DVD movie as files. although you will see the movies files in chapters.
I don't have any luck using Nero or Roxio for Movies, they are OK with video copy.
I use DVDFAB. there are somting regular DVD writer just can't do.

I actually had this case.
When you want to install a DVD and a CD player into a Dimension 2400, you will need to do two things.
1. On the DVD and CD player you will need to install a screw that has an insert on the end of it so it will not go in all the way. You will need to search for those screws from a hardware store. If you can't, just contact dell and they can send you out those screws.
The two screws closest to the front of the case receive them. The other one that you can access closest to the power supply receives just the ordinary screw that you use to secure a hard drive.
2. Once you have done this, just set the master and slave on the appropriate drives and connect them with a ribbon cable on the secondary IDE controller.
Just make sure to have at least a 350 Watt Power supply. A 300 Watt one will work, but it won't give you much room for expansion.
