2012 Dodge Ram 3500 with Cummins diesel. The truck performs normally with a full fuel tank. At approximately 1/3 fuel level, the vehicle begins to lose power and it begins to blow black smoke under load....

Assuming the fuel tank is breathing ok and there isn't a suction preventing the full flow of fuel, the tank is clean inside without water or sediment and the filters are clean, I only have one thought about your problem.

The fuel tank and the fuel in it is an essential part of the cooling system - the fuel return line carries excess heat from the fuel system back to the tank to be dispersed. A general rule is don't run less than a quarter full except on very short journeys or excessive wear will take place on highly stressed fuel system components.
This is more important with some designs than others and as many manufacturers utilising common rail diesel systems now fit fuel coolers it obvious they believe cool fuel is important.

This becomes more important when the fuel is a blend of diesel and bio-diesel, known to be a source of problems with the tight tolerances used in electric diesel injectors.

If your truck doesn't already have a fuel cooler I suggest you fit one.

My 2006 2500 dodge ram is having shift problems in 2nd gear only. The truck has a Cummins and an auto tranny. It holds in first too long, then when it shifts to 2nd, sometimes it goes back to first then...

I had the same problem, after 26k miles and replacing the computer, and many other parts on the truck transmission they replaced the tranny....same problem. In short, and another tranny they found small alum shavings in the tranny cooling system...they then replaced all lines, coolent and tranny radiator (cooler )with another new tranny....problem solved. It was the tiny metal shavings in the tranny cooling system that continued to circulate the system.

2003 CUMMINS STALLS BELOW 1/2 TANK RUNS FINE ABOVE 1/2. REPLACED IN TANK FUEL PUMP MODULE STILL HAVING SAME PROBLEM

Just a suggestions but...

Check fuel filter.

Also add some fuel conditioner (e.g. HEAT for diesel) to get rid of any water that may be in your system.
