Try resetting the system BIOS.

There are three ways to do this, depending on the mainboard style.
Check for a jumper near the mainboard battery.
If there is one, and it is a three pin style, move the jumper from the side it is on to the other side, then turn the power on (generally it will spin up, but nothing will happen), and then back off. Replace the jumper as it was originally and boot the system.

If there is a two pin jumper, remove the jumper, turn the computer on (again, it will probably not do anything), then turn the computer off and replace the jumper and reboot.

If there is no jumper, remove the battery, turn the system on, then off, then replace the battery and reboot.

Dell Poweredge 600SC running WIN SBS 200 boots to a black screen

The failed boot could be from a number of issues, mostly hardware failure. I would start with the processors. If the system is using 2 cpu, I would remove the 2nd cpu, reboot checking to see if you still get the black screen. If you do, remove cpu 1 and put cpu 2 in cpu 1 slot are retry. If the system boot, replace cpu 1. If not, move to check ALL the memory cards installed.

This could be a lengthy process. What hardware/software changes was made before the issue started? Worse case, the server may have reached its end life and need to be replace all together. I would also recommend reaching out to HP support for more information about your system.

Good Luck

My Hp proliant Ml110 g5 server powers on, but shuts itself down while the OS is booting - win 2003 server

Perform a RAM test to check every section of the memory. It might be hitting a bad sector when it loads the OS.

I just recenlyt purchased a used SuperMicro Superserver 6021H server. I have two hard drives loaded in the bays. Just starting it for the first time and i don't get a boot-up, just a series of continious...

Could well be a RAM issue. There is a chance that reseating it may fix your problem. To do this, open up the case, making sure you undo all the necessary screws and it is unplugged, inside on the motherboard there should be at least one strip of RAM, (if your not sure what it looks like, google it and it should become quite clear), it wont have anything else connected to it. It is seated with two clips, one either end of the RAM, push these down and the RAM should easily 'pop' out. If there is more than one, do it to them all. Then push them back in, making sure that they are FULLY clipped back in, this is important as you can damage your whole system if they aren't.
If you still have the same error when booting, then if you had more than one strip of RAM, then take out the others and try them all one at a time on their own. Booting each time with only one RAM module in the system.
The RAM will look like this: laurence6821.jpg

Make sure the BIOS is fully updated from the HP website. Most DL3-series servers supported booting from an external USB cd, try F10 or F12 at boot in order to bring up a boot menu.
