Log on to windows. open task manager. go to process tab. click on explorer.exe. click on end process and confirm it. now click on file--> new. click on browse. browse to the folder where you had dmcr.exe. click on dmcr.exe and click ok. All your green/blue/red dots will disappear and you will start to enjoy the game.
dnt do this^^^^^^^^^

I have got a windows 7 too , but i dont think , that is possible .. its made for windows NT/2000 ... try to run it with compatibility mode
To avoid problems with Cossacks compatibility. I went on this:
http://www.gog.com/game/cossacks_anthology
Works on:
Windows (XP, Vista, 7, 8)
This is what I tried for Vista. Not sure if Windows 7 will make much difference. Compatibility set to Windows 200, Disable desktop composition and Disable display scaling on high DPI settings. Graphics run very smooth.
Windows Vista or Windows 7, will have problems running some older versions of applications, just because so much has changed under the hood from Windows XP days. Thankfully there is a compatibility mode that can be easily set per application.
To configure the compatibility mode for an application, just locate the installation directory and right click on the .exe, selecting Properties from the menu. THEN select your compatibility tab, You can choose to run the program in Windows XP compatibility mode, or even all the way back to Windows 95 compatibility.
Probably the most useful setting to start off with would be to disable the visual themes and desktop composition, if you can't get things working. If you are trying to run a video game, you will often need to choose "Run this program as an administrator". You'll have to play around with it, but most likely you can get your application working this way. Also, you will be able to make a selection for windows VISTA which is backwards and forwards compatible with WINDOWS 7
