I have no uhf channels,the switching voltage is ok,the uhf rf amp has no voltage,i performed the tuner wrap and all necessary soldering,the intended
voltage for the rf amp is close,but somthing is keeping it from reaching the
rf amp,i found no breaks in the tracing,i also changed the rf amp.

The RCA BD20TF10 was manufactured before digital tuners (ATSC) were required. It only has an analog (NTSC) tuner so you will need a digital to analog converter box to watch most local channels. (These were the boxes available with the discount coupon as the ATSC broadcast transmitters were enabled.) Depending on the converter box model, use either the composite video input or use the RF antenna connection. If you use the RF output from the converter, you will need to set the TV to channel 3 or 4 (set the switch on the box to match). Then follow the directions for searching for channels with the converter box.
You may be able to find a low power analog station still broadcasting. However, you'd need to be close to the transmitter or have an antenna that is rated for a long-range signals. (Usually this will need to be an outdoor antenna with few obstructions between the transmitter and the antenna.) To scan for any available NTSC channels, make sure that the TV is set to TV mode. Then press Menu. Use the Up/Down arrows to highlight Channels and press OK. Select Auto Channel Search and press OK. You may need to confirm this step by highlighting the Start Search option and pressing OK. This will also let you add the appropriate channel for watching the signal from the converter box with the RF cable. Intermittent loss of lower frequency channels ie Ch:36, higher channels ok

OK the tuner may be causing these problems, however first I would like you to go to your menu and set the RF pickup to antenna (This will allow analog channels) then come out of the memu and select a channel in the analog range channel 4, 7, or 9 try to tune in these channels. If this fails then you may have tuner problems the only way to be sure is to use a RF signal generator to send RF through the tuner and see if the video and audio being carried on that signal comes through. Sometimes the Internet connect gets messed up when the TV does not have the proper RF filters this may be your case. Try this use a Cable tv set top box and just set your TV to channel 3 for cable. This should Isolate the TV from the Internet cable modem and provide the signal needed by the TV.
The GE (actually RCA) 35GT690 uses the CTC187 series chassis. The tuner uses the VHF circuits for cable channels lower then 51 and the UHF circuits for the higher channels. This means that the VHF circuits have stopped working in your set. I usually find that this is caused by a defective U7301 IC in the tuner, the SIP IC labeled CXA1594L. This is a very difficult IC to change and all tuner ground solder joints should be resoldered too, so that should be done by someone with experience in the CTC187 chassis.
a no ufh channels would be a setting in the menu, but when your vhf channels go, the problem is typically the tuner itself, or the band switching ic. could be either. you will need a schematic to know what voltage is supposed to be on the pins.
