The exchanger alone will run $600 or more, and the headers aren't cheap either. Best to replace the heater. I have had customers do expensive repairs (despite my objections) only to have other expensive parts (T-stats, gas valve, burner tray..) break soon afterward.

My heat exchanger was cracked. I found an old welder who knew how to weld the cracks for $100 vs $900 for a new exchanger,. Also ordered replacement seals for the 2 chambers. I used high temp automotive engine sealant as an additional sealant precaution. Also inspected tubes and cleaned corrosion. Works fine last 3 years. Takes some mechanical skills.
sounds like heat exch is plugged.remove top of unit and inspect for nests.could also be plugged with soot because of poor burner flame characteristics.with top off,turn htr on and look straight down into unit. you should be able to clearly see burner flames between fins. if not remove exchanger and clean
check the high-limit switches. Under the inlet/outlet header. if either is open it will not allow you to fire up. my 150 degree switch was corroded and after jump9ng out, bam it worked.
Chances are that the header or manifold is cracked. usually the heat exchanger themselves are not damaged from freeze, but either the rear manifold (header) or the front header (the one that pipes go in and out of). Sometimes both. Replacing the entire heater is not necessary, about $200 in parts usually.
