Question about Dell Microsoft Windows XP Home Edition
After it downloads it says it FAILED, the reason is 'insufficient system resourses' I have a bran new Dell XP
This usually means your processor or ram is lacking. As you say its a new system, I would suspect something is hogging your resources. Try running combofix available at major geeks to clean up your system then try installing again.
