Problem with Bissell 7901-1 ProHeat Scotchgard Upright Wet/Dry Vacuum

Bissell Proheat 7901 has continual leakage from

Bissell Proheat 7901 carpet shampooer has continual leakage from the spray heads after the trigger has been released. In disassembling the machine, the tubes to (before) the switch (in the handle) are charged, but all tubing between the switch and the spray heads is empty. Is there something about the switch that would be allowing air into the line? Or the tubing at the switch? Or. . . ?
