try flipping the keyboard upside down and see if anything falls out. if it still doesn't work your best bet is probably to just buy new keyboard. they aren't expensive.
This sounds like maybe the keyboard got wet or some food/liquid spilled on it. Is this on a laptop or desktop? If it's a laptop, try to dry it out, if not, have the keyboard replaced by a professional like me. If it's a desktop, spring for a new keyboard, they're only about $5-10.
