I have a Novi Tech paper shredder Model PD 026/B2
It only works in reverse and will not shred.Is there a way of opening it so that I can clean out anything that might be stuck in it

After clearing the jam (with the unit unplugged!), let the unit cool completely, then try using it again. A notice on the nameplate inside my unit says: "2 min on/4 min off." Apparently, a thermal cutoff keeps it from overheating by automatically preventing continued operation that might otherwise melt the parts. So heed the directions. I had the same problem with my NoviTech Model PS-026/B2 crosscut shredder (max: 5 sheets, 1 credit card). Also, make sure the motor mechanism is seated square and flush on the bin. I tried testing it out of the bin, and the green ready light wouldn't come on -- for a good reason: safety. (I still have all of my fingers, thanks to that!) Hope this helps.

For user snowbut you may have plastic strippers on underside that have broken or the area holding the cutter in place on the one side may have cracked allowing cutters to move together
For user kooljay without more info you may have a broken gear or a dirty, stuck, or broken paper feed sensor.
