if the bottom tub is filling with water but not washing the issues is with the wash motor, some of this model use a start capacitor that can fail, if it has a capacitor on the side of the motor it may have failed but are difficult to diagnose but are cheap to replace so worth trying, if this doesn't help or if it doesn't have a capacitor then the fault is with the wash motor.
It is unclear from your description if the wash pump starts and pushes the water around but never stops cycle or the dishwasher stops as soon as the water is filled.
If you do not hear the wash pump start then it is possible the wash motor is faulty. But if the wash pump starts and never completes the wash cycle then it is possible the heater is faulty and dishwasher is waiting for water to heat up before it can go to next cycle.
See the attached diagram for location of wash pump motor and heater.

you can take the bottom panel off and see the motor. with the door latch in the open position and or the power off, turn the fan blade on the motor until it frees up, then you should be able to start the machine. if you don't use the dishwasher very much the water will evaporate out of the pump causing this problem.
Sounds like the motor is stuck. If your careful you can unplug the dishwasher or turn the breaker off, take the bottom panel off and reach in with your finger and spin the motor assembly.
If you hear a hum when it should be washing, the motor has seized. Replace motor. If it fills with water and stops quite, run it through a test using the tech sheet under the bottom panel to access. These dishwasher have had issues with the motor.
