The most common "other program" that interferes with camera download process is your antivirus program. Right-click the AV icon on bottom right and select EXIT, then wait 30 seconds or so, and try running the camera application again. Let me know if that was it.
As far as the second question, you can change boot.ini by r-clicking "My Computer" and selecting "properties'. Then select the startup and recovery tab, and you will find a boot.ini editor. Also, here is an MS article that explains how to directly modify boot.ini with notepad/wordpad:
