Most times this symtom is because the HV transformer (flyback) has failed. This part is LL008 on the deflection bd. and unfortunately this deflection bd is no longer available and the transformer must be replaced. It is possible that the HV splitter would be bad and that should be eliminated first. Unless you under stand HV and this process I would suggest that you will need a qualified service professional.

You could literally have anything wrong with your unit. RCA standard procedure is to try to start 3 times when there is a fault then lock the unit out. that model doesnt have any replacable bulbs. there are no consumable bulbs or lamps for that model. what is the problem with the tv does it not turn on? that model was notorius for power supply failures where the tv would try to power on and get a green light on front and come on and off 3 times.
on your deflection board ck capacitors cp150 cp114 cp120 if cp 150 is puffed up on top it is Bad 2200uf16v other 2 caps are 220uf 35v replace all 3 .Heres another thing you can try on front panel Press and hold vol-and ch- with TV off, hold both at same time wait for 10secs untill TV comes back on.
one of the 3 crts are defective.most of the time it is the blue crt.remove the front speaker grille.first disconnect the blue crt board from the blue crt.
try turning on the tv .it will come on if defective.also visually examine the
blue crt board for hair line small cracks.repeat this procedure with the
other crts until you find which crt and or board is defective.
On same Board that you replaced fuse Look at cp 150 if it is puffed up on top it is bad so replace cp150,114,120 one will be 2200u 16v
other 2 caps will be 220uf 35v With tv turned OFF Press and Hold Vol- and CH - at same Time on Front Panel board wait untill set comes on you should now be in Service mode Go to Convergence Try to aline convergence Do Auto converge
