Most times this symtom is because the HV transformer (flyback) has failed. This part is LL008 on the deflection bd. and unfortunately this deflection bd is no longer available and the transformer must be replaced. It is possible that the HV splitter would be bad and that should be eliminated first. Unless you under stand HV and this process I would suggest that you will need a qualified service professional.

This is the method to unlock an RCA tV: Most RCA sets use a
four digit code to control the v-chip. The code reset is different depending on
the model. Try each number until you find the one that works for you.
1.Hold down the
MENU button on the remote and VOLUME DOWN button on the TV it's self at the
same time for at least 4 seconds. The set won't say so, but the lock will be
unlocked
2.Hold down the 0
(zero) button on the remote and the VOLUME DOWN button on the TV itself at the
same time for at least 4 seconds. The set won't say so, but the lock will be
unlocked
3.Hold down the
MENU button on the front of the TV and the TV button on the remote at the same
time for at least 4 seconds. 4- Hold down GO BACK button on the remote and MENU
button on the front of the TV at the same time for at least 4 seconds.
Hold down EJECT button on the front of the TV set
and the MENU button on the remote at the same time for at least 4 seconds.
Depending on the model, one of the methods should unlock the V-chip. Now,
if desired, you can change the settings on the V-chip by going to the MENU
and going to PARENTAL CONTROLS, or on some sets, going to MENU and then
going to TV SETUP, then to V-CHIP SET.

The high pitched sound may be a short or could be something arcing--if the sound comes from near the very front of set--could be the HV splitter this set has arcing.

one of the 3 crts are defective.most of the time it is the blue crt.remove the front speaker grille.first disconnect the blue crt board from the blue crt.
try turning on the tv .it will come on if defective.also visually examine the
blue crt board for hair line small cracks.repeat this procedure with the
other crts until you find which crt and or board is defective.
On same Board that you replaced fuse Look at cp 150 if it is puffed up on top it is bad so replace cp150,114,120 one will be 2200u 16v
other 2 caps will be 220uf 35v With tv turned OFF Press and Hold Vol- and CH - at same Time on Front Panel board wait untill set comes on you should now be in Service mode Go to Convergence Try to aline convergence Do Auto converge
