Could be it is defect, or the battery is defect, or the battery contacts are dirty and or oxidised. Even a tech, with the camera in his (her) hands, will need some time to make the correct diagnose. Dirty contacts (battery and in the camera) can be cleaned with a dry cloth and or cotton swabs. Never use anything sharp in or close to a camera.
It could be the batteries running low. The mechanical zoom consumes battery power and at a certain point the camera will turn itself off. If you wait a minute and turn it back on it seems OK, until you try the zoom again. If you are using non-Canon batteries the camera doesn't always detect the battery level accurately and may flash "low battery" when there is still power remaining, or just turn itself off without warning. So I suggest changing the batteries and check that the battery terminals are not dirty or loose.
Has your camera being dropped, or is it dirty?
Moving parts clogged with dirt, or its turning knob faulty? Look around the lens body for tiny missing bolts.
The camera lens could be dirty or some dust have prevent the lenz to zoom out. try to clean any dirt on the camera and try to remove the battery for a while, put back the battery and tap the lower back of the camera while pressing the ON button.
Please check the battery contacts inside the camera. Do they look gold and shiny? Or do they look a little dirty? It wouldn't hurt to try cleaning them with a pencil eraser, just don't leave any tiny pieces of eraser in the camera. Hope this helps!
