I have not used the walkie talkies for a year--on plugging them into the charger the red lite comes on for approx, 2-3 minutes the goes off.Am I to assume that it means that I need new batteries??

Dear sir,
Its important to remove batteries from circuit if u are shutting down the unit for long period . Your battery is in deep discharged mode now , & charging is not so easy , or consider it dead as LI-ion batteries have a specific life .U can find the same in ebay usa website available between 7~12 USD per pair.
