It sounds like the laptop is having problems with P.O.S.T boot
had it been dropped or had anything spilt in it?
the clicking sound sounds like the HDD may be damaged possibly from shock if its still under warranty you can try returning it but if it has been dropped they won't repair it but you could try claiming on your home insurance if you have any

Bad power supply for you Dell Dimension 2400 DESKTOP PC. The power supply has failed components inside. Specifically Electrolytic Capacitors. There are replacement power supply's available that are reliable, and affordable. THIS is NOT a reference to the cheap generic $25 models out there.
