the black rubber band broken in half and it will not open .. can it be replace........

A quick reply would be YES. They are normally available in any electronics supply store. They are about the same size as the old Sony Walkmans rubber belt. It would be preferable that you bring along the old belt so as to match the new one (as per sample).

The belt should cost that much probably a few dollars. Pls see this site for reference.
As to the service fee, honestly no idea as I'm on the opposite end of the globe. Though it should not be that difficult. If you have a fair mechanical aptitude, then it should be a breeze. At most tools that would be needed would be a + screwdriver to open the unit and a tweezer to assist you in holding the new belt while being fitted to the motor and drive pulleys.
