Unclear if you're using the TMobile ring tones or some that you have downloaded (or created). BION, I got longer ring times by using longer ring tone recordings. (I got mine from free sites on the net, most tones created by people from their music collections.) If you are using ring tones that aren't from T-Mobile, switch to a TM ring tone and see if that makes a difference. (If it does, then shop around for some new ring tones - the old ones were causing a problem.)
Another possibility is to check settings/phone/auto answer. Be sure this is set to "never." Also check Call Barring. Try having your blocking of incoming calls "off."
And last: put profile on "vibrate" and call yourself. Do you get more than one second of vibration? If you don't, then it's probably a phone malfunction, but if you do, it's a ring tone problem. Fairly easy to deal with. Good luck!
check out this thread. near the bottom is an explanation to reset your phone back to default settings. you will lose all programs d/l so I suggest you sync your phone with your comp to save all your contacts first.

If the device has been locked, enter the lock code.
Select Menu > Tools > Profiles. You can adjust and customize the ringing tones, alert tones, and other device tones for different events, environments, or caller groups. To customize a profile, scroll to the desired profile in the list, and select Options > Personalise. Define the following settings: • Ringing tone — Select a ringing tone from the list, or select Tone downloads to open a bookmark folder containing a list of bookmarks for downloading tones using the browser. To listen to the selected tone, select Play. If you have two alternate phone lines in use, you can specify a ringing tone for each line. • Say caller's name — Activate the text-to-speech ringing tone feature. When someone from your contacts list calls you, the device sounds a ringing tone that is a combination of the spoken name of the contact and the selected ringing tone. • Ringing type — Select how you want the ringing tone to alert. • Ringing volume — Select the volume level of the ringing tone. • Message alert tone — Select a tone for received text messages. check your mobile is in silent mode!
After that goto tone setting->ringing mode->you keep it is ringing->select alter for all calls->and than check volume!
Otherwise goto profile personalise setting tone setting->ringing mode->you keep it is ringing->select alter for all calls->and than check volume
not sure if this will work but go into downloaded ring tones pick one see the options and see if it says set as ringtone or message tone it should work also try going into profiles and perzonlize and go to ringing tone and pick downloaded tones hope that helps
