I have a Pioneer Pro 507PU. Bought new about one year ago and ever since new the tuner will lock up a few times a week as I am trying to advance UP or DOWN to new channel using the remote. When locked up, I cannot change the channel even by entering the channel number directly, but the remote OFF button does allow me to turn off the unit. If I immediately power back on, I get the "Plasma display starting up. Please wait." message has described in this thread. This message does not disappear even if I wait indefinitely. To recover, I must power down, wait about 5 minutes, and then power back up. This usually works.

Un plug the power to the Plasma Screen and also to the Media Receiver for ten minutes. Disconnect the off the air antennas both A and B. After ten minutes plug in the plasma screen then the media receiver and turn on wi the remote control. You should now be back in operation. I was.
Also It may not be a bad digital tuner. The TV Guide feature is active even when the zip code is set to all 0s so if you have an over the air antenna attached the TV will look for the TV Guide info and if it can not find it because of a weak signal or the chanel it is tuned to does not carry that information the TV thinks that tuner does not work which triggers the 12 flashes. Also on power up the gray box with the waring message "Plasma Display Starting Up, Please Wait" appears and the screen is blank.

Vertical black bar down the middle of hitachi plasma tv

Ok if your hitachi TV dies with no power anywhere try this:
Some models have a kill switch under the bottom edge. It's like a gray switch like a small light switch press it back in and voila let there be LIGHT. Saves you at least a $200 trip to repair shop!!

Plasma Display Starting Up

Could be heat build up in the Plasma display unit. Make sure it has the correct space around it for proper ventilation. Also count the number of blinks on the power indicator it is a code for the reason the unit shut down. On the Pioneer PDP-5060HD I have I was getting 12 blinks on the indicator which indicated a tuner issue. Check your instruction book for info on the over heating problem if it continues. You may have a fan out.
