First you must look at the webcam to find the manufacturer. Next you must go to their website which can be found through google or if you know the site name you can go directly. Most manufacturer's sites have an area for software and driver downloads. If the site requires a model number the number should be written on the webcam somewhere or in the user manual.
The very first step is of course to check your web cam connection. Most web cams use the USB port to connect to the PC, so check if your USB cable is properly plugged. when did you buy the camera? i searched the web for a manufacturer site but found none, nor could i find that model camera. if you know the website, try going to it and checking their downloads page for software. if unsuccessful, you may want to replace it with one that is easily found on the web.
