If you are asking for a network unlock, You can get the unlock code from www.Mobileunlocksolutions.com at low cost and get the unlocking instructions from www.Mobileunlockguide.com . It may be useful for you.
This site is nearly perfect and they were recommended highly in the cell phone forums. http://www.unlock-zone.com I used them to unlock my cell phone. contacted them and within 30 mins i had my unlock code and my phone was unlocked. Hope this helps.
I also have a x426 from 2003 and it wont work with the new ATT sim cards either, This is because of the Cingular/ATT merger which created a new network. The older original ATT phone must be unlocked to use a sim card from the new merged network. Try calling ATT Mobility customer service and request the subsidy unlock code. They are required to give it to you upon request, but it takes several days usually to get the code. I know because I used to work at a ATT call center.
Maybe your phone is locked to AT&T. I've searched the net to find the unlock codes for my fone and it worked. Search for code calculators for SGH x426. The instruction is also included in their websites. It's fairly easy.
Also, make sure that your sim is from the network provider in your country.
