It could be many things including, Hard drive issues, Corrupted Registry Entries, etc... But since you posted that the power cable was pulled, I would lean toward file/registry corruption.
You should try to boot into "Safe Mode" (by tapping the F8 key on boot until you get the boot option screen and see if you can't possibly repair or restore your configuration there?
If that doesn't help and you have a XP installation CD that's compatible with your version (such as Pro. or Home preferably SP2), that's if you are running XP? If so you could attempt a "Repair Installation" after booting to the CD (you may have to change your "Boot Order" in your BIOS first) that should leave your current data intact, or a lesser preferred alternative would be to recover your original configuration from a restore partition on your hard drive (if one exists?).
More detailed information on your issue would help us to help you too.

My Gateway file c0000218 registry failure the registry cannot load the hive /SystemRoot/System/32/Config/System or its log or alternate is. It is corrupt, absent or, not writable.

it sounds like you have a bad sector on the part of the hard drive containing this file. you need to let chkdsk complete the scan as it may be able to recover the corrupt file and isolate the bad sector so its not used again.
if this works backup the system as your hard drive may be failing.

C0000218 Registry file failure. Registry cannot

The hive file is the problem, it is low on honey. Put it back to where the bees can produce enough honey for your PC to recognize it. Compaq's are notorious for their love of honey, that is why it is showing it is missing. DO NOT simply put honey on a CD and insert. Will not work.

Registry file failure

If the last suggestion i posted didn't work, you need to put in your Windows CD on boot up and when it asks if you want to repair or install press 'R' for repair, this should repair any damaged registry files and Windows files.
