Question about Sony Playstation 3 (PS3) Console
Is it possible?
I bought my PS3 from Singapore.
I now live in Australia.
My PS3 cannot play rental DVDs with Region 4 and cannot play DVD for all regions.

Hi, you have to delete de region coding on your DVD, by using a computer (either a mac or PC, or linux) then you can play it. However, if the format is not the same (PAL&NTSC) it's gonna be impossible : for instance, if your PS3 is NTSC, you wont be able to playback PAL content, however, I think it might be possible to the opposite for PAL PS3 owners, since every PAL DVD player can read NTSC (but practically, none of NTSC player read PAL ...) Sad indeed mate.
Its a pain in the *** willing to try converting PAL to NTSC. You better forget it .... However, if its just a region code issue, as I said first, you can just backup it up deleting the CSS (it's illegal... whatever) and burning the region-unlocked movie to a blank DVD and play it ^^

Ps3 games are region free! and certain blurays are region free (if it has abc on the back or nothing)
only dvd's are locked! I REPEAT PS3 GAMES ARE REGION FREE even if it has a region on the back it will still work on your ps3

There is only one way it could be done as far as i know and it worked.
Make a copy of your DVD in your computer using nero or some similar program that copy exactly the DVD, this eliminates the code region and instead make an all region code.
It was SO stupid to put on a so damn global device region restrictions!

The important feature is the foreign language. It is the Disney release of Mulan for China and has been dubbed into Mandarin.
We already own the English version.

Make a backup of the dvd. It usually makes it region 0 (meaning no region code). PS3 will play them.

To my knowledge, PS3s are basically region free, unfortunately it is the TV (more often) that can not display the video. Australia and Singapore both are using PAL (576i) system while Region 4 is using NTSC (480i), completely different color system. Hence the TV where the PS3 is connected to should be capable of either PAL or NTSC. Alternately, most PAL TVs can play 480i (NTSC) if and only if they’re hooked up using SCART RGB connector.
On to your other concern of making a Daewoo DV-900 region free, pls try below steps:
2.With Control push 8 2 8 6 and 0
3.It will display on screen REGION FREE
