There are 2 fuse boxes/panels in a 99 suburban -- probably the same in
other years as well -- one at the end of the dash on driver's side and
one in engine compartment driver's side near the firewall. According to
my manual, the DRL Relay is fuse number 15 at the end of the dash. The
panel cover should also list the functionality of each fuse.

For more than a decade, GM used wiring for the headlights that barely met the amperage requirements for stock headlights. When owners replaced stock headlights with upgrades, the wires would simply fry.
The only real solution is to run NEW 10AWG (or 8AWG) wires from the headlight switch (or automatic headlight relay) all the way to the headlight connectors. (You can follow the extant routing of wires.) Best of luck to you!
99 chev uses electronic switch on dash they are know to go bad and stick remove switch and replace or try dissconecting battery and reconnecting worth a try but its probaly th switch
You have your headlight control set to auto and your light sensor on the top of the dash is either faulty or fallen out of it's bracket and can not sense light.. turn your headlight control to off and use your headlight switch in manual till you get your sensor problem fixed..
Pull the DRL fuse. DRL=Day time Running Lamps. That will disable it completely and lights will only come on with your switch. Want to keep the lights on automatic just not when started? I don't know.
turn the selection knob to auto and leave it there. the lights will automatically come on whenever the sensor on the dash trips. it takes a minute in a tunnel but you will never have to worry if your lights are on.
