Re: Detergent won't dispense
Check the valve at the bottom of the tank, does it push up then come back by itself (part #43513014)? If it is ok, then there may be a problem with the plate that the tank sits on or the plunger inside the handle isn't pushing to release the detergent.

YES! And it was amazingly simple. The soap dispenser has a red washer/gasket thing that fits over the nozzle. For clarity, it can be viewed here: http://www.vacpartswarehouse.com/Products-p/2036677.htm The red part can come loose and remain inside the receiver where it fits snugly and looks like it belongs there. In this configuration, the tank cannot insert far enough into the receiver to open the spring valve and no detergent will flow. Simply remove the red piece from the receiver (I used small pliers), replace it on the tank nozzle, and the detergent will flow again!

Under the detergent side, there is a metering plate,(located on the machine) which can be removed. ensure that this is installed. have you verified whether the machine will dispense detergent only without any water in the water tank?

It could be the trigger assm could be broken and is not releasing the solution and or water, or the valve under the water solution tank is not releasing the solution. Please check with your owners manual in the trouble shooting manual or if you do not have a manual, call the Hoover factory cust serv and give them the brand name and model # so that they can send you a new owner’s manual. Your local vacuum cleaner dealer should be able to do a diagnosis of the problem and can give you and est of the repair. Is the detergent tank cracked at the bottom, under the black seal? If so the whole tank asm. needs to be replaced. But if this is new, then it has a one years warranty on it and you can take in for warranty repair.
I'm assuming the belts are OK.... Your heater is clogged. Unplug the machine and let it sit for 30 minutes. Take the handle apart, there will be a 4 inch by 8 inch metal box inside. This is the heater. Remember I said to let the machine sit for 30 minutes? If you didn't, the heater may be EXTREMELY hot!! Disconnect the two hoses going into it, and clean the metal pieces out (that the hoses connected to) with a needle or very small drill bit. You may want to remove the 6 or 8 screws holeding the heater together and remove the cover to clean it out. Reassemble and fill both tanks with VERY hot water ONLY and run the machine to rinse the entire system.
To prevent future reoccurences... use only Bissell extraction shampoos. Never put anything in the detergent tank except shampoo. (And only water in the water tank) Mixing chemicals with anything else turns the water/detergent mix to sludge. Also, when finished shampooing, put ONLY water in both tanks, and run the machine until one of the tanks run out of solution. Doing this rinses the hose lines out and prevents hardening of the solution in the heater ports.
I've fixed these machine for years. No dispensing is almost always the heater clogged.
I have a similar model and occasionally have problems with water/detergent flow. I find it is generally due to an airlock in the piping caused by forgetting to turn the deregent water control off before removing the detergent container. Follow the manual instructions. Turn the knob to off. Fill both containers. locate them carefully. Make sure filters in the water tank and in the flow meter are clear. Start machine with handle laid flat and knob turned to maximum flow.
