No video, no sound, power button light on constant, front panel light flashing
My tv started stopped working the other day, there is no video or sound, the power button on the front stays lit all the time but the light that is above the other buttons on the front(sound, channel up/down) blinks very slowly on and off. It does this when I plug the power cord back into the wall. I've left the tv unplugged overnight but the issue is still the same. Pushing the buttons on the tv has no effect, I've also taken the batteries out of the remote in case that was causing some type of issue. The light stays on for about 15 secs, then off for about 15 sec, ect. I've counted how many times it cycles on and off like this, one time it did this 8 times but it seems to cycle the light 2 times every other time I've powered the tv on. I've taken the lamp out and reseated it, also the lamp looks ok as far as I can tell. When the tv is initially plugged back into the wall it does make a sound like the tv is getting power but the fan never comes on.

If the TV does not turn on or off, does not respond to the remote
control or the control panel buttons, or has audio but no video:
1.) Press and hold the POWER button on the control panel for ten seconds. The TV will turn off.
2.) Power on the TV and the green LED will flash quickly for about one minute. The changes you made most recently, before using SYSTEM RESET, may be lost.
If the TV does not respond to the remote control or to the control-panel buttons and TV will not power on or off.
• Unplug the AC power cord for 10 seconds.
• Press and hold the POWER button on the control panel for 10
seconds to perform a system reset.
If the TV turned itself off and the light on the front panel started to flash:
• Momentary power fluctuation can cause the TV to turn off to prevent damage. Wait for the green light to stop flashing and turn the TV on again.
• If the TV does not stay on, press the POWER button on the
control panel for ten seconds to perform a System Reset. If this happens frequently, obtain an AC line power conditioner/surge protector.
• An unusual digital signal may have been received, triggering a
protection circuit. Wait for the light to stop flashing and turn TV
If the TV will not power off, press the POWER button on the control panel for ten seconds to perform a System Reset.

I would not recommend using compressed air or any other method that would blow dust around- since the dust could make its way into the set's circuitry via the grille or vents and cause problems. Use a vacuum cleaner with a brush attachment instead.
SYSTEM RESET If the TV will not respond to either the remote control or the front panel controls and/or will not power Off, press the SYSTEM RESET button with a pointed item like the end point of a paperclip. The TV will turn Off and the TIMER light will flash quickly for about one minute. When the TIMER light stops flashing, you may turn on the TV again. Changes you made the last time the TV was On before you used the SYSTEM RESET button may be lost, however, the changes you made previously are not lost. POWER/TIMER Indicator The green light is a multi-function indicator. This light will flash rapidly for about one minute each time the TV is plugged into the wall electrical outlet, when power is restored after a power failure, or using the SYSTEM RESET button. Do not attempt to turn on the TV again during this period. Wait for the flashing to stop and the light to turn off, before attempting to turn the TV on. While the TV is powered on, the light illuminates steadily. If the TV has been programmed to turn on automatically using the Timer feature,
I have the same TV and had the same problem. It's due to a failure in the front-panel buttons, which are very sensitive. Mine got so sensitive that they were registering presses all the time, even when nothing was near them.
Since I never used the front-panel buttons, I solved the problem by opening up the TV and disconnecting the front panel from the rest of the TV electronics. This was somewhat difficult to accomplish due to the fair bit of TV disassembly I had to do to get to that connector. After I put the TV back together, the "NOT AVAILABLE" problem was solved, but somehow I had damaged something else--the tuner, composite, and S-Video inputs lost their color and now only show up black-and-white. (Luckily, I only use the component video inputs, which were unaffected.)
