If the Red Light is on the batteries should be good enough to function. Try

rest/connect button on the bottom of the mouse and press it.

click start control panel administration tool computer managenent device manager scroll to mice and other pointing devices you might see a yellow question mark? right click to update drivers make sure the lead from the mouse has a secure seating and the lead is not bad/faulty (if applicable) make sure the battery is good (has full charge)also you might test the usb device for the mouse is inserted correctly into the usb port (if applicable) click start control panel mouse you should see 4 tabs buttons,pointers,pointer options and hardware under hardware you can troubleshoot also you can select properties under driver you will have options to update driver,rollback driver or uninstall and under hardware you can troubleshoot in xp hope this helps dont forget to vote
There are buttons on the transmitter/receiver and the mouse(small red on bottom). Turn off the mouse. Plug in the USB Tx/Rx and hold down the button. Then press the red button on the mouse and hold for one second. Do this until the rapidly flashing light on the Tx/Rx slows down. The unit's frequencies are then encoded/decode and can communicate.
I found the user guide in French. It says to slide back the cover behind the Logo on top.

Installing the Batteries Optical Mouse 1 Remove the battery cover from the top of the mouse by pressing the top center (over the Targus logo) and sliding it back. 2 Insert the supplied batteries , making sure that the positive (+) and negative (-) ends of each battery match the polarity indicators inside the battery housing. WARNINGS: When replacing the batteries, you may use alkaline or other heavy-duty NiMH batteries. Never combine an alkaline with a NiMH battery in a device. Avoid mixing new and used batteries in a device. 3 Slide the battery cover back in to position until it “clicks” firmly into place. 4 Turn on the mouse by sliding the on/off switch on the bottom of the mouse to the “on” position.
