Try to use a Plug and Play charge kit and connect it directly to the console. If nothing changes it possible the controller sync function is not properly functioning

Sinking 360x box controller

If standard instructions aren't working, try again with the controller fully charged, or remove the xbox's faceplate -- then try sync'ing again. Some non-standard faceplates are too reflective to allow the sync to take place

  1. When the lights surrounding the power button on the console stop flashing, the controller is connected.
On the Xbox 360 S console, each connected controller is assigned to one of four positions. Each position corresponds to a lighted section around the console power button and the controller Guide button. On the 360 E console, a solid green light on the front of the console indicates that the controller is connected. To determine the player position associated with your accessory, look at the ring of light that surrounds the Guide button on the controller.

You can also use the Xbox 360 Play & Charge Kit or the Xbox 360 Quick Charge Kit to power the controller. Learn more about Xbox controllers and chargers.
To connect additional controllers, follow these same steps again. You can connect up to four controllers to the console. Each connected controller is assigned a position that corresponds with the lighted sections that appear around the console's power button and around the Guide button located in the middle of each controller.
  • To disconnect a wireless controller, press and hold the Guide button for three seconds, and then choose to turn the controller off.
  • When you turn off the console, the controller will reconnect the next time you turn on the console.
  • The controller can be connected to only one console at a time. You can connect the controller to a different console, but the connection to the previously connected console will be lost.

How to play the game with multiplayer? My 2nd. console is keep flashing light green?

You need to sink the controller with the XBOX 360 console.

Look for a little button in the front of the 360 system that has a icon that looks like 3 curved lines (kind of like a sound wave ")))" ). Clicking in on that button will make the green light on the controller position on the system move around and around. Don't be alarmed, this is normal.

When you see this, click on the same little button on top of your second controller to start the same action on the controller.

After a few seconds of both the 360 system and the controller doing the "sinking motion that cycles through the 4 controller positions" it should show up as the 2nd controller.

This makes your controller in the same wireless range as the 360 system.
You will have to do this if you want to use your 360 controller on someone elses 360 console too.
That goes for any XBOX 360 controller as well (guitar, drums, or other controllers)

For wireless:
You need the XBox 360 wireless adaptor.
Follow instructions to plug it in, then turn on console.
Go to the Dashboard.
Go to Console Settings.
Then Network Settings.

When you find your network, select it.

Wireless controller position

Try this:
Under heading "How can I change the screen positions for my wireless controllers?"
http://www.xbox.com/en-US/support/systemuse/xbox360/resources/supportfaq.htm

To reset the screen configuration for an Xbox 360 Wireless Controller:
  1. Turn off your Xbox 360 console and any connected Xbox 360 wireless controllers.

(To turn off your wireless controller, power down the system and wait for the lights around the controller's Xbox Guide button to disappear.)
  2. Manually turn on your Xbox 360—don't use your controller's Xbox Guide button.
  3. Press the connect button on the front of your console. This is the small button just to the right of (or below, if your console is on its side) the port for Memory Unit B. The lights around the console's power button will flash as the console searches for a wireless controller.
  4. Press and hold the Xbox Guide button to turn on the wireless controller that you want to assign to slot one.
  5. Once the controller is on and the lights are still circling the power button on the console, press your controller's connect button, located just to the right of the charge port.

When the lights on your controller stop spinning, the wireless controller is configured to slot one and the upper-left quadrant light will glow.
  6. Select the controller you want in slot two and repeat steps 4 and 5. You can configure up to four wireless controllers.
