DVD ROM will only play DVD's. In order to Burn DVD's you will need a DVDRW which is a reader and a writer (burner)
Do you have Windows XP? If so XP does not burn DVD's naturally you need to install third party software to burn a DVD disk. Just search Google for free dvd burn software there a several good ones.
Of course, you need a writable DVD disc for this burning. And you also need a burning program to do the burning instead of just copying the movie to your dvd disc. There are some burning software tools such as Leawo DVD Creator, Burn, BurnX, Disco and so on.
