I am thinking you may have to do a system restore to before you got the update. Did you update the drivers for the mouse for Windows 7? Sometimes the older OS drivers get buggy on Win 7. You can get the drivers for free from Logitech's website. One other thing to check, make sure the USB connector is not worn, sloppy or has a broken wire under the rubber cover. It can happen. You should be able to remove the last Win update then you will know if that is the culprit. Hope that helps.
There are number of reasons and solutions why your mouse isn't working properly.
No.1. Resynchronize your mouse to the Pc. It's best to use the reset button for resynchronization.
No. 2. Change the Port (Usb port). Sometimes even the small problem with the port created this problem.
No.3. Replace the battery. If you are sure about the battery is Live, you can try with another make eg. Sony to Everydy.
No.4. Interfaces Problem. Make sure that no electronic items, metal box, Speaker, etc doesn't obstruct the connection.
No.5. Driver Update. Update the driver to the latest version. You must update from the particular website. If you are using Microsoft product, you must update the driver from the Microsoft's website.
No.6. Different System. Try out the device on several devices not only one.

the hardware that is the USB ports seem to be functioning good as the logitech mouse works without any issues .
What u could try is
1 try the dell mouse on another machine. If it does not work on the other machine too then its a issue with the usb mouse itself Or
2 if it works good on another machine then we could refresh the drivers for the USB ports by following :
start - right click my computer - properties - hardware- device manager - under device manager expand usb devices - now remove all the ROOT HUBS by right clicking on it and choose uninstall - restart the machine and make sure the sytem is conneted to internet | all the root hubs would be installed all over automatically.Try the DELL mouse should work.
3 if it doesnt visit support .dell.com download the chipset drivers and reinsall it . If no go
4 then try reinstalling the OS.
These are the steps you coudl try doin as i see it seems to be a issue with the mouse itself..
Kindly update after following steps for further instructions .
Try disconnecting the Mouse Receiver from the
USB port and reinstall the CD software program. When
the program asks you to connect the MouseReceiver to the USB
port, do so and it should work.
Hope this helps. Bud
