I am unable to turn the message waiting light to turn off, plus on the display panel, it still displays MESSAGE. When checking for messages, the voicemail says there are no messages. How do I A) get rid of that display and B) get the light to turn off.

Here's the free, don't look in the manual, free answer. You didn't fix anything, you set a message waiting from another phone. Either answer the other phone when you press the MESSAGE button, or dial 700 plus your extension to clear all MW lights. When you first press message, without picking up the handset, look at the display. It will tell you who, or what, left the message.
I don't know why you're using 167 as it's the 3rd set of VM ports, but the VM system needs to send out the MW indications. You can tell the system in 990 to let the VM or the phone system to cancel the MW light.
Why would you want to? Technically, I can turn on someone else's MW light in 2 ways, by calling them and dialing a "4", or by dialing *701 plus their extension number. That also means the equipment that's turning the MW lights on your phone has to do the same thing.
Before you ask, pressing the MESSAGE button and looking at the display where a soft key lets you CLEAR the message works, and *700 plus your extension clears ALL messages.
The red light is MESSAGE WAITING. It is not necessarily VM notification. Press the MESSAGE button and look at the display. One of the soft keys will let you CLEAR the message and it will tell you where it came from. It's set by anybody calling your phone, and randomly, it is set by dialing your extension plus "4". Oops. It's a Pana mystery :-)
When you press the message button, look at the display. Is it really going to the VM extension or is it going to another phone? Othre people could have left you a message by calling you and pressing the MESSAGE buttone either on purpose, or by accident.
You can clear ALL message lights from your phone by dialing *700 plus your extension and #. Of course you can access VM by dialing the VM extension, usually 165 or 500 from the intercom.
That is the message waiting indicator, it is telling you that your Call Notes (Or whatever your service provider calls it's voicemail) has a message waiting. If you do not have a message waiting, you can turn the light of by following these steps:
Resetting the voice message waiting indicator
When you receive a new voice mail message, the new message LED on the top of the handset flashes and
appears in the handset display. In the event your message waiting light gets out of sync with your phone company’s
voice messaging system, you can manually reset it back to the “No messages waiting” state.
Press and hold FIND on the base for five seconds.
Note: The handsets connected to the base will start to beep, however, keep pressing for five seconds.
A beep sounds and the message alert tone is reset.
