The circuit can be repair if it is comitted a minimal damage, You can bring it to the service center of the sony ericsson and let their tech repair it. however if it had a severe damage then you can replace the circuit board with a new one. I am sure, the service center know where to buy.

in this case, you need to unlock your phone and you need a cellphone unlocking software to do that. try to search downloadable ones through the internet. if no success, then you'd have to bring it to a cellphone technician who might have those, thus can unlock your phone.
